“Terrorists need communication. They often collect and use many anonymous pay-as-you-go phones, as well as swapping SIM cards and handsets. If you’re suspicious of the number of phones someone has, we need to know. Let experienced officers decide what action to take.”

  1. To me, when I look at the ad, it actually says this: 1) you can be tracked by the authorities when you carry a cell phone, 2) when you swap the SIM cards, use prepaid etc. you cannot be tracked by the authorities.

    How interesting that the authorities actually tell people how to evade the authorities!
